Background

The Village of East Dundee entered into an intergovernmental agreement to provide wastewater treatment for a portion of the Village of West Dundee.  As part of this commitment, the Village of East Dundee expanded its existing wastewater tretament facility from 1.15 to 2.3 MGD.  Trotter and Associates, Inc. assisted in development of the intergovernmental agreement, as well as prepared the Facility Plan Amendment, designed and permitted the project.  The project was funded through an Illinois EPA Low Interest Loan.

The improvements to the biological process included upgrade of the screening facility, construction of a second oxidation ditch, construction of two clarifiers and replacement of the ultraviolet disinfection system.  The biosolids handling upgrades included construction a membrane thickenening facility, installtion of medium bubble diffusers and modifications to the centrifuge dewatering and conveyance system.

Some of the unique attributes to this facility include that it was the first BNR plant in the State of Illinois, and was permitted with monitoring requirements only Total Nitrogen and Total Phosphorus because the numeric standards had not been established.  In addition, it was the first installation of membranes in a municipal plant in Illinois.

Since being placed into operation the facility has consistently produced effluient below 1 mg/l P and 5 mg/l TN.  While chemical polishing will be required at some future point ensure that the Total P concentration can be met, to date the Village has been able to consistently meet the proposed standard without precipitation.
